None. Cannabis is not wholly legal in ANY country. However, many European countries (Spain, Portugal, Germany, Norway etc) turn a blind eye to small amounts for personal use – but will punish dealers and trafficers (hense the partial illegality). However, cannabis is often very low on the priority list. It is legal to grow one female plant for personal use in Belgium. It is legal to buy in the Netherlands in “coffee shops” for over 18s – and nowhere else. However, this is only usual in Amsterdam. There are also many countries where cannabis can grow in the wild; consequently it’s harder for these countries to punish those growing it.
